Signals are drawn from HealthMap, ProMED, and Africa CDC event-based surveillance. A signal is an early indication, not a verified event; many resolve as nothing. RNN promotes a signal to a confirmed story only when a named authority (WHO, CDC, Africa CDC, or a national ministry) verifies it.
